        For years Iranian thinkers and managers try to improve the relation between universities and industries to use the scientific results of academics centers in national technology development. Some years ago after changing the name “Culture and advanced education ministry” to “ministry of Science, research and Technology” the ministry tried to have important roles on national technology and knowledge based development. Though much trying, there is needed to essential planning and organizing works to lead the ministry to have beneficial output for the goals of technology development which is in constitution. To reach to the goals which coming in the constitution it is needed some rectification and modification in organization structure, rules and process of execution. In other hand there are some science and technology organizations parallel to each other with more budget and low responsibility in the government. So grinding and dispersion of research possibilities is one of the barriers to technology development in Iran. This paper notices to the Change of academic regulation and systems as a necessity for improvement of industries relation and national technology development for country.         Distance education is a new education system to organize the learning-memory process, the open education system due to its structural features has the ability to develop rapidly quantitatively and qualitatively at different times and places. Payame Noor University, as the only public university, with its open education system and a combined educational method, started its educational activities in 5 academic disciplines and 28 centers in October of year 1989, and had 512 centers and units until the beginning of 2011. In 2017 in order to reform the management methods and streamlining the enterprise and to create a new organization and structure in a regional manner and in line with the realization of the first paragraph of the 11th Strategic Action Plan of Payame Noor University, the organizing plan of the university centers, units and fields of study The agenda was put. In the first phase of the project, 160 units out of 490 units in the university have been organized, and by converting the scientific departments into colleges, the fields of study have also been organized. During the years 2019 to 2020, the university has tried to direct research towards application, entrepreneurship and creativity. The establishment of several growth centers, innovation and creativity centers in different provinces shows the orientation of the university towards entrepreneurial universities. Strengthening the electronic platform and the optimal use of existing facilities to improve the content production process as well as conducting electronic tests are among the priorities of the university that have always been considered during the last three years. Payam-e-Noor University's strategic plan for the development of e-learning in three areas: technology, education and organization is underway. Development of required infrastructure; Development of required infrastructure; Development of modern educational tools based on new technologies; Creating appropriate organizational structures and trained manpower; Production of up-to-date, dynamic and tailored electronic content; Funding and personalization of education is part of the vision of Payame Noor University e-learning.         Post-modern is one of the new theories that respond to the needs of organizations and society. The practice of such a management in an organization requires the existence of conditions. Organizational culture and innovation can be considered as influential factors. Thus the purpose of this research was study of relationship between organizational culture and organizational innovation with implementation of the post- modern management components in Employees at University of Kashan. Research type was descriptive correlational and statistical population consisted all of staffs' in University of Kashan (N=430) that by Cochran Formula and strafied randomized sampling 203 ones were chosen as sample. To gathering datas used from three questionnaires, organizational culture, organizational innovation & post modern management. Questionnaires content & construction validity confirmed. Questionnares reliability through Cronbach Alpha Coefficient, were estimated equal to 0.88 for organizational culture, 0.82 for organizational innovation and 0.79 for modern management. Data analyses done in two level descriptive & inferential statistics through Spss & Amos softwares. Finding showed mean all of organizational culture components except components of attention to achievement and sustainable measurement were lower than average. Mean all of organizational innovation components and post-modern management were lower than average. Correlation showed there are positive & significant relationship between Organizational culture & post-modern management (r=0.68) and organizational innovation & post-modern management (r=0.72).         The purpose of the technical and executive system of the country is to establish an integrated military, to create investment plans and projects, within the framework of the economic, social and cultural development plans of the Islamic Republic of Iran, taking into account the increase of efficiency and effectiveness of plans and projects. Investment with a result-oriented approach, with the ability to follow and evaluate and based on the quality management system, is appropriate to the economic, social, climatic and environmental conditions of the country. Inclusive growth seeks to achieve goals and aspirations that bring about justice, equal opportunities for all, the preservation of the environment, and greater attention to the poor and disadvantaged in society. In other words, in the shadow of good governance, a principled and stable relationship between the economic, social and environmental conditions of each society should be provided. At the same time, the exploitation of natural resources and the environment should not lead to the destruction of resources or the unfair distribution of wealth. Although the principles and foundations of the technical-executive system approved in 2006 are based on a progressive approach and compatible with world literature and sustainable development, but unfortunately in practice and implementation, it has distanced itself from the ideal goals and problems in the areas of employer, consulting, There are supervisors and contractors described in this article.         The main purpose of the reseaThe main purpose of the research is to study the factors affecting academic work ethics in the academic community of Mohaghegh Ardabili (1401- 1400). The research method is survey type (quantitative), questionnaire, its statistical population is 6000 people, of which 384 people are distributed among them in a Cochrane and random cluster method. Validity and reliability of the research has also been confirmed. The results show that there is a significant difference in the level of work ethic according to the marital status, and its value among the married group (1,8) differs more than the others according to the level of education, and its value among the group with a doctorate level of education (2,1) compared to others. There are more academic groups. The level of work ethic varies according to the type of job, and its value is higher among the occupational group of teachers (2,6) and students (2,2) than other occupational groups. The level of work ethic varies according to the type of class and its value is higher among the upper class (3,1) than the middle and lower class. The results show that between job satisfaction (0,35); Job stress (-0,31); Job burnout (-0,34); organizational commitment (0,56); Organizational identity (0,30) and religious beliefs (0,28) have a significant relationship with work ethics.
